Preamble

Delegates from NCCK member churches and other stakeholders in Baringo, Samburu, Nakuru, Bomet, Kericho and Narok counties have held a 2-day consultative forum at PCEA Tumaini Conference Center, Nakuru. They reflected on the state of governance and service delivery in the counties in the leadup to the 2027 General Elections. The delegates were challenged by the scripture recorded in Matthew 5: 13

You are the salt of the earth. But if the salt loses its saltiness, how can it be made salty again? It is no longer good for anything, except to be thrown out and trampled by men.

Recognizing that as believers are called upon to make the world a better place by preserving and adding value to life for all, we now share the following message.

1.         Address Rampant Insecurity

The Constitution of Kenya in Article 29 provides that “Every person has the right to freedom and security of the person”. It is therefore a great injustice that the residents of every county in our region are experiencing high levels of insecurity characterized by murders, muggings, break-ins, banditry and livestock theft. The murder of Rev Julius Ndumia of the Presbyterian Church of East Africa at Nakuru is a sad reminder that no one is feeling safe.

Further to this, we are deeply perturbed by the resurgence of criminal gangs for hire that are being used by politicians as goons to terrorize their opponents. It is a great shock to us that the National Police officers are exhibiting a camaraderie with the goons. This must be stopped immediately, and we call upon the Inspector General to end this horrendous partnership.

2.         Register as Voters

We commend the Independent Electoral and Boundaries Commission (IEBC) for the just ended accelerated voter registration exercise. We once again appeal to the young people in our counties to register as voters so as to occupy the democratic space. The ideals and aspiration for a better Kenya that you showed us during the 2024 / 2025 demonstrations can only be achieved through the ballot next year. Disregard all the negative voices discouraging you from registering as voters or participating in electoral processes, reminding you of the inspiration God has given us in 1 Timothy 4: 12

Do not let anyone look down on you because you are young.

On their part, we challenge the IEBC Commissioners to visibly make all the necessary preparations for the 2027 General Elections. It is of absolute importance for the IEBC to regain public trust for the polls to be credible.

3.         Heal the Health Sector

It is with great pain in the heart that we point out that the state of healthcare in our counties is terrible. Residents have stated that some of the County Referral Hospitals are sicker than the patients. These are hospitals without drugs, where treatment machinery like dialysis are not working, that are in very poor conditions, and even one that does not have water. For how long will the wellbeing of our brothers and sisters be treated as a joke?

We demand that county and national ministries of health address this issue with urgency. On her part, we call upon the Controller of Budgets to ensure that the counties allocate adequate funds to healthcare.

Further to this, we urge the National Assembly to facilitate an urgent but thorough review of the Social Health Insurance Fund (SHIF) on account of the persistent complaints that the Social Health Authority is not functioning as it is supposed to. Patients have suffered enough yet they have paid the premiums. Let us bring this to an end.

4.         Build Usable Infrastructure

We are appalled by the poor state of roads in our counties. Most of the roads are impassable when it rains, and the ones that were tarmacked in the past are now just a series of potholes. Where are the funds that are collected through the Roads Levy charged on fuel?

Our people are tired of being neglected and having to withstand torturous travels despite the long distances they have to cover.

We call upon the Ministries of Roads at national and county levels to prioritize the intra-county roads in this region to stop hindering economic activities.

5.         End Corruption

One of the greatest tragedies in Kenya is our collective failure to eradicate corruption. Corruption is the direct cause of the extreme poverty, high unemployment, poor implementation of projects, bad governance, and the myriad of problems our citizens are experiencing. The greed of a few people is causing the suffering of an entire nation. It is a great pain that the political leaders Kenyans elected to represent them are bought for a few shillings to pass unjust and oppressive laws and policies. It is becoming clear to Kenyans that our political leaders hold the belief that poor people are easier to control, and so they deliberately kill our opportunities to improve our living standards.

We challenge the Ethics and Anti Corruption Commission (EACC), the Judiciary and the Director of Public Prosecutions to take meaningful measures to ensure all who have engaged in corruption are prosecuted and adequately punished. If you fail to do your duty, your punishment will be the same as those who engaged in the actual corruption, just as God has said in Ephesians 5: 6 – 7

Let no one deceive you with empty words, for because of such things God’s wrath comes on those who are disobedient. Therefore, do not be partners with them.

6.         Turn Away from Alcoholism and Drug Abuse

A growing epidemic in our counties is the uncontrolled abuse of alcohol, drugs and substances that are mind-altering. This has become so widespread that villages and shopping centers are epicentres of zombie-like youths whose lives seem to only revolve around the next sip or puff. The social impact is massive: Youth productivity has plummeted, families are breaking apart, children are dropping out of school, gender based violence is on the rise, impoverishment of entire social groups, and a sharp rise in insecurity. We plead with our people to regain their senses and choose to treasure sobriety, knowing that the word of God has a very clear warning in Proverbs 23: 29 – 32

Who has woe? Who has sorrow? Who has strife? Who has complaints? Who has needless bruises? Who has bloodshot eyes? Those who linger over wine, who go to sample bowls of mixed wine. Do not gaze at wine when it is red, when it sparkles in the cup, when it goes down smoothly! In the end it bites like a snake, and poisons like a viper.

We nonetheless recognize that the easy availability of cheap and poisonous alcoholic drinks seems to be driven by deliberate connivance of the government. How else can you explain how dangerous substances are concocted, transported and sold without the security agencies knowing and allowing it? Why is the government working hard to convert our youth into junkies?

7.         Upgrade Disaster Preparedness

Whereas rain is a God-given blessing that we always pray for, the current rains have exposed the pathetic state of disaster preparedness in our counties. None of our counties were fully prepared to manage the rain water, which has led to floods and landslides that have killed dozens of residents. Have our county officials not read the warning of God in Proverbs 22: 3

A prudent man sees danger and takes refuge, but the simple keep going and suffer for it.

We call upon the government to facilitate the relocation of families that have been displaced by the floods, even as we appeal to well wishers to support with relief food and emergency shelters.

8.         Stop Early and Divisive Campaigns

One of the biggest tragedies of our democracy is that we have political leaders whose only goal in life is winning the next election. They totally disregard the mandates placed on them by the Constitution, and instead spend all their time strategizing and amassing money to buy their way into office. This is the reason today none of the politicians at all levels are focussed on service delivery, but are all campaigning for the 2027 General Elections. We have been pushed back to the season of promises and more promises that no one intends to keep.

Our message to all politicians is simple: Stop pontificating and do the work you were elected to do, always remembering the word of God in Ecclesiastes 5: 7

Much dreaming and many words are meaningless. Therefore stand in awe of God.

Conclusion

We conclude by reminding all of us that we each have a role to play in protecting and sustaining the wellbeing of all Kenyans. Let us be just and fair, holding ourselves accountable for the responsibilities we have been given. Let each of us always be inspired by the word of God in Hebrews 13: 16

And do not forget to do good and to share with others, for with such sacrifices God is pleased.
