Shift from Locally Selected Projects to Locally Accountable Projects
There is a need to increase accountability of climate change projects in Baringo County to address genuine community needs.
This emerged during the Social Audit of 10 projects funded under the Financing Locally-Led Climate Action (FLLoCA) programme in Baringo County. The Social Audit, conducted in 2025, found that implementation of the projects was weakened by gaps in transparency, community oversight, contractor supervision and project preparation.

The social audit was conducted by community members who were mobilized and trained by the NCCK with support from the Dan Church Aid (DCA). They were trained to review documents, undertake the social audit, gather information, and analyze it.
Among the 10 projects that were audited (total fund allocation of KSh 127.8 million), 3 had stalled, locking away a total of KSh 49 million. Only 3, Churo Spring Water, Kapunyan Water Pan and Loitip Water Pan were found to be near completion, bring rated at 99%, 98% and 98% respectively. The other 4 projects, accounting for KSh 48.4 million, were Ilngawa Community Borehole Water Pipeline Extension at 82%, Reclamation of Kapsagas Degraded Land at 65%, Emsos Irrigation Scheme Sub Project at 45%, and Chepsito Spring Water Sub Project at 35%.
The audit recomended that project ifnormation including budgets and Bills of Quantities be made public and measures to enforce contractor accountability be put in place.
